Top Rising 1L Attrition?

What would keep the best of a given rising 1L class (who are not on scholarships) from transferring to better schools? Does this problem exist or am I not taking something into consideration that would keep it from happening?

Actually being a good school originally would help, or things like low cost, scholarships, location, etc. I doubt it's as big as a problem as you think it to be though.

i think they tend to give those kids scholarships to get them to stay

Perhaps in theory, but many schools are already maxed out in terms of scholarship money ... they would just assume see them walk!

I think you mean "just as soon".
And most schools do give scholarship money--to students that threaten to transfer if they don't give any. That way they can keep the students that want to leave without having to spend enormous amounts of money on all the ones that
could.

Lower ranked schools usually have a net loss. Really low ranked schools (Cooley et. al.) will often have mass-departures post 1L from both academic attrition and transfers.
Higher ranked schools usually have a net gain.
Some schools will offer scholarship money. Here at GULC, I had a friend who applied to transfer (actually slightly down in rankings for location and cost reasons). When he told the school about his plans, they offered him a scholarship in the amount of the tuition difference. He stayed.
