Hi,
I’ll be taking the bar in July 2020 and was wondering what testing centers people prefer: NYC (Javits) or White Plains (state judicial institute).
Thanks!

The rumour mill has it that White Plains is better. But Javits isn't awful. You hear many complaints about Armory, but not so much about Javits. And if you'll be traveling to NY to take the exam, testing in NYC would be certainly more convenient.
No personal experience with either, though, so take the above secondhand info with a grain of salt.

I traveled to NYC for the Feb '19 at Armory and passed. I didn't think Armory was that bad but I also wore earplugs. I stayed at an airbnb in Upper West Side.
Before registering for NYC, I wondered the same and looked into it. I read that Buffalo is the nicest facility but, in February, the weather only adds to the stress. White Plains is a nice suburb neighborhood but there aren't many hotels around the testing site (Pace Law School). Also, the hotels around there are very expensive for a 3-star type place. You will have more options to choose from in NYC.

In my experience, the larger the location, the more likely something will go wrong at the location. The New York State Judicial Institute in White Plains is a great location. From speaking with others, unlike Javits, there are no long lines at the Pace location. You can arrive 30 minutes before the start time and still make it with plenty of time. The proctors are usually better and there is no waiting for a proctor if you need one. The seating is more comfortable than Javits, but as with any location, it is sometimes too hot and other times too cold.
