I have been inactive in California bar for the past couple years as was practicing out of state.
Is there a way not to pay these "inactive" fees every year?

Interested as well. What are the consequences of not paying inactive fees? Is dying the only way to stop paying fees to the bar?

Presumably, continued failure to pay fees would eventually lead to one's disbarment. Probably not a great thing to have on the ol' record if there's even a small chance one might wish to apply to any other state bars in future.
Or one could voluntarily resign from the state bar. Probably not worth doing if there's even a small chance one might wish to move back to CA in future (as then one would be back to square one, with the CA bar and C&F all over again).
