Still struggling with CA PTs

Does anyone have any advice for PTs?
I've been practicing but I haven't seen a lot of improvement. I struggle mostly with the organization. Each time I practice one, I'll look at a sample answer and the organization is off. For example, mine would have 2 headings and the sample one would have 3 or it would have 2 but the second one would have a few subheadings. Sometimes the Task Memo will make it really simple like the July 2018 one but on other PTs, I really struggle. I find myself repeatedly going back and forth from each section trying to find out how to organize. Do we have any discretion with our organization of headings/subheadings? If not, what can I do to improve? I failed last time because of the PT and I'm worried that it's going to happen again.
