1. what is the difference between the close of the discovery/discovery has closed and the discovery is complete? Thanks.

this will depend on context. in practice the terms are used both 1) to mean the exact same thing or 2) to differentiate that whether a party fulfilled its discovery obligations, eg "discovery is complete," as compared to the discovery period ending, that is to say: "discovery is closed."
