UBE clarification

I took the UBE in one state and didn't receive the score I needed to pass. However, I'm thinking about waiting to retake it and need some clarification on whether I can take the same test but in a different state, then transfer the scores if I decide to practice in the original state where I didn't pass?
So failed in state A. Going to retake UBE but not sure if it's going to be in state A or state B. If I retake it in state B, I can transfer the scores and still practice in state A after doing the whole C&F song and dance.
Right?

I can't think of any reason that would be an issue.

Yes. See New Hampshire passage totals in July 2015 compared to July 2016. Many more passers taking the UBE to simply have the score for New York in 2015 before New York offered the test.

I'm not sure which jurisdictions you're interested in, but if it helps, the NY Board of Law Examiners sent out this email clarifying that you can sit anywhere as long as you meet that jurisdiction's eligibility requirements and then transfer the score:
Applicants may take the UBE in any UBE jurisdiction, provided the applicant satisfies the eligibility requirements for that jurisdiction, and then transfer that score to New York as long as the applicant achieves a score of 266 or greater on the UBE. For example, an applicant may take the UBE in Washington, DC, which will also administer the UBE for the first time this July, and then transfer the UBE score to New York. Applicants who sit for the UBE in New York may also transfer their score to other UBE jurisdictions. Each jurisdiction sets its own eligibility requirements and minimum passing score for the UBE.
The email also included some FAQs:

I'm sure this is true across all jurisdictions - so you can sit anywhere, and then just pay the fees to transfer your score (after paying the first jurisdictions sitting fee)
