Can Congress expand/limit SCOTUS jurisdiction? Some of my questions are saying yes and some no, maybe there are certain situations in which it can, and certain in which it cannot?

there's that case where congress tried to expand scotus original jurisdiction (i think). i don't remember the name but it might help you get the black letter law on this.

also look at ex parte mccardle or something
