What does this mean?

Looks like Illinois is considering adopting the UBE, which New York did earlier this year (first administration there is next July).

Illinois will likely adopt the UBE. New York also had public hearings, but the result was never in much doubt. Illinois will be 18th State to adopt the UBE.

Illinois is essentially UBE anyway. Except one less MPT and 3 more state essays as of now. So it wouldn't be a drastic change.
