I'm submitting my bar application in NY and I just remembered that I received two tickets in college for not having a current emissions sticker on my car in Pennsylvania (the state makes you go and get your car inspected each year and obtain an emissions sticker).

So, judging from the word of the question, I think I need to disclose those tickets. The problem is I do not remember when I received them. I did a criminal background check and docket check for myself in PA and they both come up empty. What would you recommend regarding disclosure? Something along the lines of "I received two citations for failure to obtain a current vehicle emissions sticker in Pennsylvania between 2009 and 2010. I do not recall the dates of the citations."?

Disclose it. You will never go wrong over disclosing. Under disclosing will end your application.
