Bar Reciprocity Help

What does reciprocity mean? Being admitted to state that has an agreement or having passed the bar exam in the state that has that agreement?
Would this be valid?
Pass the CA bar exam
Get a score advisory stating that MBE score is high enough to waive into MN and DC
Become a member of MN bar by waiving in and passing moral character, etc.
Use your membership in MN to take advantage of their reciprocity agreements w any of the states they have agreements w?
This doesn't sound correct but I was looking into Illinois and couldn't find language one way or the other.
