After graduation, I will be working in the D.C. office of a firm headquartered in N.Y. The firm says I can take any bar exam. I won't take D.C., because I will waive in after taking another bar. But, what factors should determine which bar exam I do take? If firms, in house positions, and federal government positions allow their attorneys to be barred anywhere, what should determine where an attorney takes the bar?

Just take something easy that you will pass. I did CA the first time for DC, very bad idea. Doing NY this time it has like a 80-90% pass rate. Most people do VA, MD, and NY. Also your home state (if not from CA). I think that the UBE state is a great option. Which may be NY by the time you get around to taking it.
