Do you use footnotes and cases in case in PT?

I will ignore them because those are beyond my ability (too complicated) and my goal is just to get 60.

if they put in a footnote, you will definitely have to use it. You could probably get away with not citing the case name. Don't aim so low.

Why is your goal a 60? Are you in CA? There's no reason why you should be gunning for a 60 on a PT those are easy money...they are worth 2 essays. Strong PT scores and a good mbe give you a huge cushion for your essays it's insane to not try and maximize your pt performance.

Your goal should be 65 minimum. You should consider it almost a requirement.
