There's one gym (Noyes) that's extremely close to the law school and has decent facilities. I'd occasionally bring gym clothes to the law school and walk directly over after class. Teagle is a 10 minute walk up campus road, has cardio and some machines upstairs and other machines and weights downstairs. 3 Olympic platforms and 3 power racks. Roomier free weight section. Less crowded IME. Not open as late as Noyes though.
Don't know enough about off-campus options. I think for what you get for $135, it's a good deal.

I go to Finger Lakes Fitness Center in the Commons. It's never crowded and there's 24 hour access.
