What does Salary unreported mean on Law School Transparency?

I'm trying to understand how to interpret the data as I'm going to use this site to help me select my future Law School.

I see that at some Law schools a significant number of there students don't report their salaries. What does that mean?

For example at

Where as at U Penn 97% reported their salaries.

Generally, fewer reported salaries is a bad thing.

I think you can probably figure this out for yourself, though. Why do you think that one of the top schools in the nation might have more students reporting their salary than a 2nd-tier school?

Given the prevalence of deceptive tactics, I think the BigLaw+Fed score is a better indicator of the school for gross analysis purposes. For fine analysis, I would consider the range of scores under "Full-Time, Long-Term Salaries" as being fit to the purpose of establishing salary range.
