Arbitration Located in One State Interpreting the Laws of Another

I have searched for hours and have not found a clear answer.
If there is an arbitration in say, Pennsylvania, where the arbitrator is contractually supposed to utilize the laws of say, Delaware, when interpreting the contract, would a Pennsylvania licensed attorney be able to represent an individual in that matter? Or would that situation require a Delaware licensed attorney to go before the arbitrator even though the arbitration is taking place in Pennsylvania?
