If you have been in undergrad for about 8 or 9 years and have earned between 250-300 credits, as a result of changing your major several times, and all those credits were before you graduated, will LSAC count all 250-300 credits? Even though 130 is enough needed for a degree

As with all "How will LSAC treat this weird transcript issue?" questions, this is best addressed to LSAC itself.

I guess a more interesting question is how much you have paid for your undergrad tuition, and whether you still have money for law school (or at least can afford three more years without income)

Similar (though less extreme) case; they counted em' all.
