From my experience, you'll lose out to local law students or T14 students with ties.

You'll probably need ties to break into the southeast, especially tx and atl. Without any ties, you better have a very compelling story.

You can't really make generalizations about ties. All markets have their idiosyncrasies/absurdities. You might be able to sell general New England ties in Boston, but probably not in Hartford. Your extended family might constitute ties to Columbus, but not to Detroit (not sure if that's actually true).
Firms will advertise all over the country for a diversity SA, but in the end they're likely to hire someone who went to the same high school as them. Diversity to these firms is definitely NOT geographical diversity.
