How Do Scholarships Work?

If a school's tuition is 50k/yr and one receives a 100k scholarship, does that mean:

A) no tuition is paid for the first 2 years?
B) no tuition paid last 2 years?
C) 50k/3 paid each year?
D) other?

Additionally, can money from a tax sheltered education plan such as a 529 be used for living expenses while at school or only tuition? If the latter, could one request that instead of a tuition scholarship, he receive a COL scholarship? How are COL scholarships disbursed?

Scholarships are given in equal yearly amounts. The numbers on LSN are the yearly amount times 3.
