Question re: NYC employment

So, one of my cousins asked me about the viability of attaining a job (small to mid) in NYC or DC from a T2 school in CA. I did not know what to say, so I thought I would post it on this site. Any suggestions on a 4-5 year plan for him? He has an MBA as well, but not from a top 15 school.
