Question About My Clerkship Chances

I attend a T6 with a GPA in the 15-20% range, with public interest goals and experience. I am on Law Review but will only be a Senior Editor next year. I was wondering what my chances look like for both District and CoA Clerkships, as well as anything else I could do to boost my chances.

Nothing here rules you out of non-feeders, nothing here will alone pull you out of the pack. Focus on how to stand out. Personal ties to judge/location, prof calls, whatever. (Work experience increasingly helps, too.)
Start playing your soft cards.

I will assume you're at Penn from being a senior editor on Law Review (the others have very few, if any, senior editors) and from saying you are in a "T6."
Your chances of getting a clerkship on plan depend on how broadly you apply. I don't see you getting a CoA clerkship, but you have chances at district clerkships depending on how broadly you apply. You are not super competitive for EDNY/SDNY/DDC/EDVA, but you have a shot at EDPA depending on who you recommenders are and what extent they go to bat for you.
Some things you can do to increase your chances are: publish a Law Review note (depends on the judge), further improve your grades this semester (especially in black letter classes), network with 3Ls who have obtained clerkships, bolster your relationships with professors, and find mentors who can make calls for you.
