I was hired by PBWT as a 3L a few years ago without a 2L SA, but with good grades at HYS and a postgrad clerkship lined up. I'm not sure if this is your situation, but they're very amenable to hiring public interest people who want to make the firm pivot. No prior networking or anything: I just sent an application to the hiring coordinator.
