Non-Oscar Circuit Judges
Is there a list of circuit judges that do not use OSCAR for hiring? And if there isn’t, how does one go about finding out who those judges are without endeavoring the task of cross referencing all circuit judges with OSCAR?

I know that some schools' law reviews will circulate lists like this, but I think a lot of those have fallen away since the start of the federal hiring plan. So yes, you'll likely have to spend a few hours cross-referencing OSCAR if you want to get a decent list.
However, the best way to figure out which judges you should apply to off plan is to talk to your recommenders about judges they know and have placed students with. They'll have a decent idea of the hiring schedules for the judges that they can place you with and can send in your application directly.
