How grade-selective is Cooper? Kind of surprising he hasn't fed given sterling credentials, political / DC "insider" experience, etc.

I believe that Nichols is one of the district judges who generally hires people who already have COA clerkships, and if you're in that position, I would talk to your COA judge.
