When is the busy season for Fed D. Ct. hiring?

I am wondering what times of year Fed district judges typically seek to hire applicants? I am a year out of LS in biglaw and am looking to clerk in 2022 or 2023. I've been applying via Oscar but it seems that apps are quite slow right now and not many new positions are being posted.

Is there a specific time for a hiring rush?

With district courts, it seems like it heats up in the range of one and half years to one year out. Basically, if you're looking at an August/September 2022 start date, things will start to heat up around January or February 2021 in terms of applications (with interviewing getting hot in the April to July range). That's generally speaking, of course. Different courts have different timelines.

There's a major hiring rush in June because of the Plan that will affect your apps even though you're not bound by it as a graduate. 2Ls also don't have access to OSCAR until February and I imagine many judges wait to post until then.

This can also vary based on the judge; Fed Soc judges tend to ignore the Plan. The advice I was given as a person interested in applying for such judges was to ignore the Plan and apply to the judge directly (paper, email if one's set up for applications, etc.).
