Clerking for Wyoming State Courts

Got a few questions about clerking in Wyoming for the state courts:
1) When are applications for the state supreme court open? Roughly April to June like most smaller markets?
2) The District Courts of Wyoming are courts of general jurisdiction, correct? Is hiring for these clerks centralized by the state supreme court or farmed out to each county?
3) How competitive and insular are the Wyoming courts? Put another way, are Wyoming ties an absolute must?
