Do judges like NG who weren't on law review care less about it if rank and recs are high enough? Will be interesting to see.

I think, for the most part, judges care about law review because they see it as a proxy for good legal writing skills. But a resume can have other things on it to overcome many judges' preference for law review candidates, such as published work, awards for student notes/articles, award-winning moot court briefs, serving as a legal-writing TA in law school, etc. That being said, some judges do have very strong feelings about their clerks being on law review.

It's really impossible to say whether a judge "like NG" would care less or more about being on LR. I wouldn't worry about that.
