D.C. Clerk Salary

Hi there. I just started clerking in DC and much to my dismay, HR listed me as a gs-10 even though the job description on usajobs.gov says gs-11. To add insult to injury, one of my friends at the court of appeals who graduated the same time as me says that HR told him he started as a gs-11 because he was at court of appeals even though we graduated at the same time. I thought you could start as a gs-11 contingent upon passing the bar within 14 months. Does anyone know if this is right?
