What does it take to get a circuit interview?

I've been coming up almost empty on this front. I thought I was a strong candidate (3L, T6, north of top 5%, though no LR) but I've not really gotten any. I've gotten a few DCt. interviews in very competitive districts but nothing else.
Am I not competitive for circuits at all? Mostly been applying through OSCAR.
