Biglaw associate here. Considering looking into lateraling 18 months before leaving for clerkship. Not getting great work right now, firm isn't particularly receptive/appreciative of clerks. Is this a) a terrible idea; and b) if not, anywhere to find clerk heavy/clerk friendly/etc. Firms?

So you are looking to lateral to another firm as a midlevel associate, and then you expect this new firm to let you leave in approximately a year and a half to clerk? I'd say it's unlikely you will find any firms that will be receptive to that proposition. Probably better to try and apply to other firms after the clerkship, but even then, chances are eh given your seniority.
