A very small number of judges have already started accepting applications for this time period - so I suppose the IDEAL time would be right now. Some of the more competitive judges will start to open their application windows during this coming summer/fall. Then there will be a bit of a break, and then others will start around this time next year, and will continue to accept applications throughout 2016, with varying cut-off dates.

If you're a 1L I would advise having your application ready ASAP after receiving all of your Spring 2015 grades. Many COA judges will begin looking then (and some have started already, though I'm not sure how many would consider hiring someone on a single semester of grades).
