Writing Sample citations question (in-text vs. footnotes)

Hi TLS--hoping someone can help me with a fairly simple question.
I plan on using a memo from my summer associate position for my writing sample. Per the summer partner's instructions, I used footnote citations in the original memo. But, should I convert the citations to in-text citations for my clerkship application writing sample? I'll certainly do it if that is the norm/looks better to judges/clerks. Just hesitant to do it without some input because it'll take some time, and it'll also cause some issues with page-length limits if I have to switch.
