Clerking Count as Practicing Law for 5-Year Waiver Reqs?

Hey all,
I'm in the midst of a two year fellowship and thinking about applying for a clerkship for fall 2016.
One question I have is whether clerking counts as "practicing law" for the purpose of bar admission rules requiring at least 5 years of practice in order to waive in by motion. Some states specify that clerking does count, but I haven't found anything for PA or MA, which I'm most concerned with.
