Likely Dumb Question -- Salary

Do non-career clerks every make above step one on the various term-clerk grades (-11, -12, -13). OSCAR suggests that the judge as the hiring authority has some flexibility, but I keep getting conflicting information. Does pre-graduation work for the court count at all?

Pre graduation work doesn't count - only post JD. I don't think the steps apply to term clerks - you're step one JSP-11, -12, or -13, depending on years of experience before you start. At least, the steps were never presented to me as a possibility or remotely relevant - the salary was what it was. I would contact the HR person in your clerkship location to be absolutely sure (it's perfectly reasonable to ask them politely and they'll be the final word).
