One of my recommenders agreed to place a call to the chambers of a judge I had applied to, and was told that the judge was not taking calls on behalf of clerkship applicants? Is this regular practice?

You'll soon find that there is no "regular practice" when it comes to the hiring quirks of federal judges. I know of judges who won't accept recommendation phone calls from anyone. My judge will take such calls, but only from those he knows personally. On other end of the spectrum, there are judges who would probably talk to your mom if she called chambers on your behalf.

I wouldn't say it's super common, but it's not especially rare, either. I clerked for a district court judge who declined recommender calls.
