how competitive is this district (i.e. should i not even bother applying; is alexandria more competitive than norfolk/richmond)
info: school in 30-40 near area (think mason, umd), top 20%, LR, published, some awards for highest grades, have SSC clerkship in area (VA, MD) for 2014-15 (therefore looking for ED Va for 2015-16)

Very competitive. Alexandria is worse than Richmond and Norfolk, but they're both incredibly difficult too. What you really want is some connection to a chambers. See if any alums have clerked in any chambers or if your judge knows anyone. With a solid connection, you stand a chance. But just blind, it might be tough.

thanks
In terms of going to a firm after (in dc, md, or va), would an EDVa clerkship with a magistrate judge be any better than a D.Md. clerkship?

If by D MD, You mean at the district court (instead of mj) then D MD would definitely be better for BigLaw. If you mean MJ between both districts, then it won't particularly matter; go wherever you want to practice.
