Negotiating increased scholarship

Would be deeply grateful for any advice on this topic.

WashU 1L, top 5% in my first semester, receiving middle-of-the-road merit scholarship. I'd like to try to negotiate an increased scholarship, using transfer offers as leverage if need be.

My main question is: when do I do this? Do I apply to transfer to schools immediately, or do I have to wait until I receive my second semester grades. Any advice on how to manage this process without alienating my current school would also be much appreciated.

You could try and do the ED ones like GTown or Chi, but not sure how quickly they get back to folks. It's much more common to do it after 1L but you can try if you've got one of those in hand. Not sure a fullboat ticket from Gtown will get them to budge, but you never know.
