Character and Fitness - Which States are least picky? Forum

I have some financial issues in my past...none of them are recent, the most recent is 5 years ago but these issues are large. IRS, Lawsuits, Credit Cards, etc.

My application with FL is pending for over 2 years, they've done hearings, etc but still pending. I understand FL's concerns and I'm not trying to run but I need to start producing income. I'm wondering if there are any other states where I can go and get cleared while my FL issues are pending investigation. Worse case FL denies me for a period and if thats the case, I'd like to still practice in another state, if possible while I pay off my old debts. Any advice is greatly appreciated.
