ConLaw Outlining tips?

Does anyone have any tips on how to format my outline for Conlaw? So far, I just have it split up like this:
Historical overview
Fed Judicial Power
Fed Executive Power
Fed Legislative Power
And then everything else like the commerce clause, 10th amendment, and foreign policy are just shoved somewhere in those categories. I feel like there should be a better way to organize this info. Does anyone have past outlines they'd be willing to share? I've been reading from Chemerinsky's casebook and supplement.
