Constitutional Law Exam Help

Hello,
So I've taken one practice multiple choice question provided by my professor. It dealt with the president's removal power. I thought I knew the case laws on-point but when I encountered the hypos, I was really flustered and wasn't sure what the right answer choice was. There seemed to be no one correct answer...For instance, the POTUS has summary removal power if the branch is under the executive. But what if I am not sure that this branch is wholly executive based on the hypos? My concern is that these hypos have one or two details that the case laws did not cover (although that might be the whole point).
What is the best way to outline a con-law? How did you study for your con-law exams?
