I am writing a paper for a seminar class. I won't be able to clarify this with the professor, but, in general, if you have excellent, bluebook style citations in footnotes, do you also need a works cited? I've seen law review articles where its like that. thanks.

I never included a bibliography or works-cited page in a law school paper, and I've never seen a law review article like that, either. I can't tell you what your professor's expectations will be, though.
