How are they geTTTTing away with this?

Hello good people of the internet. I completed 1L at a T4 in Orange County CA, made top 10% and transferred to a good school with a scholarship. The law school I completed my 1L at has an attrition rate of around 50%. When looked at, 30% of the 1L class is dismissed cause they could not score high enough on their final exams.
Most of the people who failed out were unable to apply and comprehend law; however, they were given the opportunity to REPEAT 1L, this time with no scholarship money and at FULL sticker price. Most of the expelled students took this option. These people have a slim chance of passing the bar, let alone becoming competent and worthwhile attorneys.
How is this school allowed to do this? Does this seem like a shady business practice to take back these incompetent students who will likely not pass the bar and ask them to pay full sticker price ?
