I'm going into my 3L year and I'll be looking for public interest jobs/fellowships throughout the year so I have plenty to do already.

Does anyone except for judges/law academics even care if you've published a note?
It's a tedious process, but if it's right there for you and is a feather in the cap on the resume (if nothing else it's confirmation you can right a coherent sentence), why not suffer through and do it?

Absolutely. It benefits the resume if you can list publications and is infinitely more valuable than a mere non-published writing sample.
