If you are without a job heading into 3L and you are okay with small/mid regional firms, your employability is obviously going to come down to hustle. It may help you the hustle to be able to say you are on LR, especially if your grades are holding you back. Imagine doing the coffee networking routine; it's best to say "LR/moot court/honors/relevant experience" than not say those things, generally.
If you already have a 2L SA/job lined up for graduation, it is absolutely a waste of time and you would be best advised to skip. It's one of those things that can't hurt, but it can be a completely unnecessary waste of time.

Most law reviews don't let people join as a 3L? If yours does - eh, it won't hurt, it might help. If you are still looking for a postgrad job and need to hustle, I wouldn't let it take time away from interning or getting a job somewhere that might hire you.
If you mean ditching it now, some schools require you to take any mention of LR off your resume if you don't do both years (at least, schools that require a 2 year commitment, which is what I'm familiar with).

Law review is always good to have on your resume, never bad. Do whatever you have to get it (or keep it) on your resume.
