Hey all-
I'm prepping for the bar and I have a quick constitutional law question: How does the 11th Amendment (sovereign immunity) comport with challenges to the Dormant Commerce Clause or Privileges and Immunities? Specifically, how do out-of-staters bring challenges in federal court against a state for violating the DCC or PI in light of the 11th Amendment?

By suing a state official for for equitable relief (declaratory judgment or injunction) and not suing the state directly or for money damages.
