2-3 Pages response/reaction to a paper I'm supposed to read. I assume I just talk about it somehow?

Yup. What you thought was interesting, what you agreed with/disagreed with and why. Why the argument does/doesn't convince you. That kind of crap. Often bonus points if you can connect it to the bigger issues of the course (or whatever you're writing it for).

Just talk about how the author was wrong on a particular point. If possible, expand on what he should/could have done instead. The more discrete you make the point you disagree with, the easier it is (and you can provide more content for why author is wrong).
ETA: Try to make sure the part you concentrate on is important (or even necessary) to the author's overall argument.
