A source is not considered "published" merely by being posted on the internet, right? So if you find, say, a report online that doesn't appear to have been published in print form, you would cite it according to Rule 17, as opposed to Rule 15?

Isn't there a rule specifically for Internet-only sources?

Correct. Published means publication, not just made available. I think that rule has in mind something like a .pdf version of a law review article or newspaper or something.

Yup. Pretty sure it's rule 18.

There's a rule for internet source that preserves original pagination (i.e., a PDF). Use dat.
