Does anyone have a source where I can look this stuff up? Like, how Congress says to divide something in words? Thanks.

I think division is set up as a ratio. One thing I'm certain of is when the IRC says one number OVER another it means subtraction.

I took federal income tax and I have no fucking clue what you're talking about. Are you just commenting on the clusterfuck language the IRC uses?
