Gilbert's Criminal Law hypo question

Hey guys,
If any of you have Gilbert's hypo for criminal law I was working on Q1 (Parks, Rutledge, Mechanic defrauding) I arrived at the conclusion that Parks was liable for attempt and accomplice liability in addition to the conspiracy and I argued that Mechanic could also be liable for complicity, in addition to conspiracy.
But the model answer only suggest liability for conspiracy for both Parks and Mechanic...what am I missing? What precludes their liability for complicity?
