Just learn the rules. Find some random things and cite them, including: international laws, treaties, antiquated rulings not in the federal reporters, etc.

Eh, probably not. They are usually ridiculous sources you're unlikely to ever see. Especially ones where the rules aren't explicit and you must analogize between rules.

Don't practice for journal tryouts unless you have some sort of timed problem where time is a factor (like a couple of hours - as opposed to mine which, including the paper, we had four days to do). Just go through the BB and flag certain obscure rules/exceptions, create tabs for things and get familiar with the general rules (esp. order of authorities) so that you're better able to spot the problems.
But don't over think this - if you have too much going on, you could end up hurting yourself. The biggest key to doing well is being focused. You'll be able to find the proper rule 95% of the time no problem using the Index in the back. The most important part is having a clear mind so you don't miss the small mistakes like order of authorities, abbreviations, capitalizations, commas, periods, etc.
