In a 4 hour typical issue spotter exam, how many words would you consider as average?

Don't worry about word count so much. I've heard 3,000 to 6,000 and beyond for A's. You need to write enough to cover the issues, but you won't get points for spam.

last time i had a pure, open-ended issue spotter, i ended up with about 10,000-11,000 words

that was in 3 hours

I just went back and checked my last 3-hour issue spotter, and I wrote ~4,400 words. I got an A. More words might correlate with higher grades, but some professors appreciate you being concise as long as your analysis is good. As with just about everything on tests, your mileage may vary.

I think I average around 6-7k words for a 3 hour exam.

Depends on the professor and the exam. Check the model answers for the professor (if available). If the model answers tend to give long answers, then you need long answers, and vice versa.
